About APEC CCHE’19

Aimed at promoting educational cooperation, APEC CCHE is held annually since 2012 in accordance with the decision of Asia-Pacific Economic Cooperation (APEC). The conference is organized by the Far Eastern Federal University and supported by the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, APEC Working Group on the Development of Human Resources and APEC Education Network. APEC CCHE is a unique initiative in APEC in the area of education.

Traditionally, the conference will gather university presidents, heads of education agencies and research institutions as well as experts and distinguished scholars from APEC member economies. Recommendations provided by APEC CCHE participants are reflected in official APEC documents, such as the APEC Education Strategy, Action Plan of the APEC Education Strategy and APEC Report on Education and Economic Development.

APEC CCHE’19 is held within the framework of the V Eastern Economic Forum, which is regularly attended by the President of the Russian Federation as well as leaders of other countries, Federal Ministers, heads of governmental agencies, and executives of businesses and enterprises. The IV Forum was attended by 6000 participants from more than 60 states, including President of Russia Vladimir Putin, President of the People’s Republic of China Xi Jinping, President of Mongolia Khaltmaagiin Battulga, Prime Minister of the Republic of Korea Lee Nak-yeon and Prime-Minister of Japan Shinzo Abe.

Organizing Committee of APEC CCHE covers registration fee, provides airport transfers (from the airport to the FEFU campus) and meals for all Conference participants, and assists with hotel bookings at the Hotel Complex of the FEFU. Information on the organizational matters will be sent out in mid-August, providing instructions for registration and hotel bookings.

Program of APEC CCHE’19

Sessions of the APEC CCHE’19 will be devoted to the key issues of modernization of higher education and its evolving role in the age of the Fourth Industrial Revolution. Participants will discuss best practices of building partnerships between educational institutions, business, government and research agencies, developing educational projects of universities and multilateral cooperation organizations as well as prospects of introduction of the digital technologies in higher education.

The Program of APEC CCHE’19 will include Plenary Session in a format of panel discussion and two sessions in a format of roundtable discussion. Plenary Session will be attended by the Minister of Science and Higher Education of Russia Mikhail Kotyukov and representatives of educational agencies of APEC member economies. Along with several keynote speakers of Session 1 and Session 2, presidents of Asia-Pacific universities are invited to take part in the discussion of presentations.

APEC in the 21st Century: Reimagining Education for Policy Makers, Educators and All Stakeholders

In the context of an emerging world politics agenda in the 21st century, educational, scientific and technical cooperation has become one of the most efficient tools for the socio-economic development of states. As one of the key Asia-Pacific organizations, APEC acts as a platform for the regional dialogue on the development of human capital and building knowledge economies. Ensuring quality of education and increasing their competitiveness, leading universities of the Asia-Pacific region pay utmost attention to widening their international ties in these areas. Participants of the discussion are welcomed to share their international tools and practices of developing joint scientific-technical and high-tech projects, as well as building knowledge economies in the region.

  • Prospects, priorities and constraints of science and technology cooperation between APEC economies;

  • Universities as drivers of economic development in Asia;

  • Development of universities as world-level competitive scientific centers and sources of new scientific knowledge;

  • Building networks between Russian and Asian universities.

Session 1

Regional and Global Educational Networks: New Instruments for Cooperation

The global picture on educational partnerships represents the exchange of knowledge, technology, and human resources on various levels, including universities, governments and international organizations. In this context, socio humanitarian cooperation between regional and global multilateral organizations assumes renewed relevance. Educational institutions play an increasingly visible role in international cooperation, evolving as a major actor in the global innovation system. Today, universities take efforts in fostering partnerships with industry, strengthening their capacities for innovation, so as to embrace knowledge economy and sustainable development. At this session participants are invited to share the most prominent practices of partnerships between academia and various actors on a global, inter-regional, regional and national scale.

  • Strengthening higher education network among global and regional multilateral cooperation institutions;
  • Success stories: regional and global educational projects by UN, APEC, BRICS, G20, EEC, etc;

  • Role of science and education centers in achieving the Agenda 2030;

  • Creation of network of regional and international research centers and centers of excellence.

Session 2

Higher education and Digital Society generation

By 2030 half of the jobs offered to the young people globally are likely to be obsolete before those people enter the workforce. At the same time, realms of the Digital Society bring new employment and entrepreneurship opportunities fostering new types of industries and innovations, demanding new skills and approaches. Role of higher education institutions as drivers of innovation and sustainable development grows exponentially, but at the same time suffers volatility and is characterized by ambiguity. With the current development rate of technology and innovation in the global economy, higher education institutions strive to adapt to the changing needs of the future workforce. Participants of this session are asked to discuss best practices of adapting higher education to the new industry, promoting digital literacy, as well as the image of the next generation of the Digital Society.
