«Actual problems of international maritime law and maritime legislation of the states of Eurasia»

In order to study and professionally discuss modern legal research and practice in the field of the use of maritime spaces, on the basis of the Far Eastern Federal University School of Law and International Law School of MGIMO University, on April 22, 2022, an international research and practical conference «II Vladivostok Maritime Law Forum» will be held.

The relevance of international legal research in the field of maritime law is currently high, and not only because this year marks 40 years since the signing of the 1982 UN Convention on the Law of the Sea, but also because a modern study of its reflection in the maritime legislation of states of the Eurasian continent is in demand. The global pandemic has led to serious negative consequences for economic maritime activities, including disruption of the normal functioning of commodity supply chains, the emergence of an imbalance in transportation capacity, etc. Such factors have led to a significant decrease in the profitability of maritime economic activity, spurred global inflation, and exacerbated the existing structural problems in the shipping industry. According to the UN Commission on Trade and Development for 2020-2021, the contribution of maritime transport to the global economy decreased by 3.8 percent. The projected recovery only spurs general inflation, increasing pressure on the end consumer. Under these conditions, international legal norms on the management of maritime navigation, marine subsoil use, and the development of marine medicine, including the use of marine genetic resources, have the potential to mitigate and even reverse these negative economic trends.  

II Vladivostok Maritime Law Forum, held jointly with MGIMO-University, is aimed at creating a scientific discussion platform in Russian and English to discuss current trends in the development of maritime law in its comparative context, while comparing the legislation of the states of the single continent of Asia and Europe, where most of the population of the Earth is located, with the applicable rules of international maritime law. Thus, this international maritime conference, like I Vladivostok Maritime Law Forum, held by FEFU and MGIMO, will contribute to the scientific integration of knowledge which can help overcome recent challenges, as well as the cross-border dissemination of such knowledge.

The Forum is supported by Maritime Arbitration Commission at the Chamber of Commerce and Industry of the Russian Federation and the Russian Association of International Maritime Law.

The Forum participants – recognized researchers from leading Russian universities and foreign partner universities of the FEFU School of Law and International Law School of MGIMO University, representatives of government agencies, law enforcement agencies, international organizations, and business structures will discuss current topics of development of legal research and practice in the field of maritime law and the law of the sea.

Professors and students of Russian and foreign universities, researchers, representatives of enterprises and organizations, employees of all branches of government and management who are interested in sea-related problems of rulemaking and law enforcement are invited to participate.

The Forum will be held in the format of a plenary session and thematic sections/conferences online within the Zoom electronic environment.

Section 1. Features of the legal regulation of shipping in certain regions of the World Ocean. Legal regulation of maritime shipping.

Section 2. Legal regime of marine natural resources and protection of the marine environment.

Section 3. Status of warships and legal issues of military navigation.

 

The time limit for speaking at a plenary session with a research report is up to 15 minutes, in the thematic section/conference up to 10 minutes. It is possible to accompany the research report with a computer presentation of the participant. All reports will be broadcast on YouTube on the FEFU School of Law channel (URL: https://www.youtube.com/channel/UClr1u8tnKGNFKeFmyqyJLuw) and on the MGIMO educational channel.

The plenary session of the Forum is scheduled for April 22, 2022 from 14:00 Vladivostok time (Moscow 07:00, Oslo 05:00; Halifax 00:00; Beijing 12:00) (language of the presentations – English or Russian, there will be no translation).

Within the framework of the Forum, a plenary session and 3 thematic sections.

The program of the Forum with updated regulations will be posted on the official website of the Far Eastern Federal University School of Law and on the website of the International Law School of MGIMO University.

Based on the results of the Forum, it is planned to publish a collection of research works, and because of this, we request you to send the texts of the reports to the coordinators by April 15, 2022, in accordance with the following requirements:

      Scope of work - up to 5 pages

      Margins - top and bottom 2 cm, left 3 cm, right 1.5 cm

      Body font - Times New Roman 

      Font size of the main text - 14 points

      Line spacing - 1.5

      Text alignment - in width

      Paragraph indent (red line) - 1.25 cm
