4-th APEC Conference on Cooperation in Higher Education in Asia-Pacific Region “Cooperation in Human Capital Development for Inclusive Economic Growth” (further Conference or APEC CCHE”15), which took place on the 3-5 of September 2015 in Vladivostok at the base of the campus of Far Eastern Federal University (FEFU) on Russky Island’s Ajax Bay, was unusual. It could be due to exciting and memorable events and qualifying to a new tradition. APEC CCHE”15 delegates participated in the Eastern Economic Forum plenary session, which was addressed by the President of the Russian Federation Vladimir Putin. They had a chance of possessing exposure with the country’s leadership that certainly is a unique and historical event. The President highlighted the importance of education and the Far Eastern Federal University in supporting the development of the Russian Far East and the Asia-Pacific region. He mentioned: “We expect it to turn into a platform for generating new ideas, addressing development tasks for Russia and the entire Asia-Pacific region”.  The Conference was attended by high-level representatives and experts from the 13 APEC economies: Australia, Viet Nam, People’s Republic of China, Malaysia, New Zealand, Papua New Guinea, Republic of Korea, Russia, Thailand, Chinese Taipei, The Philippines, Chile, and Japan. Deputy Prime Minister of the Russian Federation Olga Golodets, Deputy Minister of Science and Education of the Russian Federation Veniamin Kaganov, representatives of the diplomatic missions, governments, public organizations, scientific research institute, and major universities in the Asia-Pacific Region were presented at the Conference.

Results


CCHE APEC-2015 has developed a final document that recommends the leaders of the APEC forum to use a new investment educational paradigm, not tied to the return on tangible assets, consisting in joint investment in human capital within APEC, which can support inclusive economic growth. In addition, the Conference proposes to intensify cross-border public-private partnerships in development of human capital, develop a list of uniform qualifications within the APEC framework.

  • To give positive dynamics to the revealed trend of changing the ratio of expenditures on educational activities and the value of assets of the material economy (fixed assets) in the APR, it is necessary to jointly increase the state investment of APEC economies in education.
  • To develop cross-border cooperation between the public and private sectors in the development of human capital, which will improve the mechanism for creating jobs and training programs for personnel at the federal and regional levels, based on assessing the quality of educational programs, the level of training and the demand for graduates of vocational education institutions in the labor market.
  • To create a system of medium-term forecasting of professional requirements in the labor market of the Asia-Pacific region, contributing to the reduction of bureaucratic barriers and support for entrepreneurship.
  • To initiate international public-private analytical studies that will stimulate the development of conformity assessment methods. - To develop a regional structure of qualifications in APEC, which will include agreed principles and common terminology for effective comparison of educational programs, diplomas, and credits, simplify the mutual recognition of qualifications across APEC.
