Rules of stay at FEFU

The student is required to comply with the rules of Far Eastern Federal University during the entire period of stay at FEFU.

The student is required to attend classes daily. If a student missed more than 30% of classes for an excusable reason, he will be expelled without refund of money paid for tuition. Money for missed classes is also not credited for the next term of study (in case of extension of the term of study).


Money paid by one student cannot be used as payment for another student’s tuition.

Students studying at FEFU can be expelled if there are academic and / or financial arrears.

All international students are required to conclude a voluntary health insurance contract with a Russian insurance company with a representative office in Vladivostok. The Office of Vice-President for International Relations assists in concluding an agreement with an insurance company.

The student pays the costs associated with the issuance and extension of visas.

The student must leave the territory of the Russian Federation before the visa expires.

If a student plans to leave for his homeland on vacation, he is obliged to notify the Visa and Registration Office, the hotel administration about this, by submitting a written statement indicating the date of departure and return to the Russian Federation.

Foreign citizens living in the hotel of the FEFU are obliged to comply with the rules of residence, fire safety rules, and internal regulations.

In order to prevent situations that pose a danger to health and life, students must comply with personal safety rules:

  • Do not to be on the street in the dark;
  • Be wary of new acquaintances;
  • Do not invite unfamiliar people to visit and do not go to visit them;
  • Closely monitor your documents and values;
  • In case of an incident, immediately report the incident to the Office of Vice-President for International Relations

Rules of stay in Vladivostok

A foreign student is required to provide a passport with a visa (+ copies of all pages of the passport with any marks) and a migration card for registration  to the Visa and Registration Office of FEFU Vice-President for International Relations within one day after entering the Russian Federation in the following cases:
at the initial entry into the Russian Federation (RF);
each time you re-enter the Russian Federation (after returning from your homeland or traveling to another country);
upon returning from a trip to other cities of the Russian Federation;
when changing the address of residence.

Foreign students are required to apply in writing to the Visa and Registration Office 3 working days before departure in the following cases:
when traveling to other cities of the Russian Federation (indicate the travel time and the expected address of residence);
when traveling outside the Russian Federation - to your homeland or to another country (indicate the dates of departure and return to the Russian Federation);
when changing the address of residence (provide documents for the apartment).

If you live outside the campus (at a private address), a foreign student is required to provide documents for an apartment upon registration (certificate of ownership, employment contract).

In accordance with the laws of the Russian Federation, foreign students must always have a passport, visa, migration card, and notice of registration for migration registration. A foreign student must produce documents at the request of a police officer.

In the case of extending the period of stay, a foreign student must provide the Visa and Registration Office with the necessary package of documents for extending the visa 2 months before the visa expiration date:
  • copy of the contract (referral) for studies at FEFU;
  • 1 color matte photo (size 3 × 4);
  • passport (+ copies of all pages with any marks); visa; migration card;
  • notice of arrival (+copy);
  • The cost of visa extension is 2100 rubles

A foreign student can get an extended visa no earlier than two days and no later than a week after the expiration date of the previous visa.

In case of violation of the rules or untimely fulfillment of the requirements of the Federal Migration Service, a foreign student is required to pay a fine of 450,000 rubles. A foreign student who has violated the rules more than two times is subject to deportation from the Russian Federation without the right to re-enter within 5 years.

Due to the entry into force on December 29, 2021 of the Federal Law on Amendments to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” and the Federal Law “On State Fingerprint Registration in the Russian Federation” №-274 (Federal Law of July 1, 2021). Rules of staying for foreign citizens on the territory of the Russian Federation are changed:

 All foreign citizens  entering the Russian Federation for a period of more than 90 days:

* SUBJECT TO mandatory fingerprint registration and photographing in the territorial division of the Ministry of Internal Affairs of Russia (at the place of registration).  The procedure is carried out ONCE, regardless of the period of stay and the number of entries into the Russian Federation.

* MUST be medically examined for the presence or absence of the fact of their use of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances, infectious diseases, that pose a danger to others, provided for in the list, approved by the Federal Executive Authority authorized by the Government of the Russian Federation, and diseases caused by the human immunodeficiency virus (HIV infection) in authorized medical organizations located on the territory of the Russian Federation


The fingerprinting procedure can be carried out only after submitting a medical report/certificate of passing a medical examination


For international students, the period for passing a medical examination and fingerprinting is 90 days from the date of entry into the Russian Federation


For teachers—30 days


The validity of the medical certificate is 12 months (!)


If you stay in the Russian Federation for more than this period, you must undergo a second medical examination. 

For foreign citizens who have not completed these procedures within the time limits established by law, the period of stay in the Russian Federation is reduced, and a decision may also be made not to allow entry into the Russian Federation if it is established that they have used narcotic drugs or psychotropic substances without a doctor's prescription.
